Israel's Privacy Landscape

Strict privacy law on paper. The world's largest surveillance technology exporter in practice.

In one sentence

Israel has comprehensive privacy legislation, but is simultaneously the world's leading exporter of surveillance technology — the same ecosystem that builds your smart home gadgets produces tools used to track journalists and dissidents globally.

The contradiction

NSO Group (Pegasus), Cellebrite (phone cracking), Candiru (spyware), Paragon — all founded by Unit 8200 intelligence graduates. The talent pipeline flows from military intelligence to commercial tech.

Government access

The ISA (Shin Bet) holds broad domestic surveillance powers. During COVID-19, Shin Bet repurposed counter-terrorism phone tracking for contact tracing without new legislation. The EU has not granted Israel GDPR adequacy for law enforcement data.
